Putin stated, "Let me emphasize that our country has always given – and will continue to give – priority to cooperation with African states." Putin’s statement highlights Russia's aim to expand its influence in the continent.

The Significance of Grain Exports to Africa Russia's commitment to supplying grain to Africa irrespective of the status of the deal with Ukraine is significant. Grain is a vital commodity for African countries as it is a key ingredient in staple foods. The deal, brokered by Turkey and the United Nations in July 2022, allowed for the safe passage of exports and was extended for 120 days in November. However, Moscow has only agreed to a 60-day extension, not 120 days. Putin stated, "If we decide not to extend this deal after 60 days, then we are ready to supply free of charge the volumes that were sent to the countries most in need in Africa." Putin's statement shows Russia's intention to support African nations during difficult times.
